Update protobuf-c to v1.5.0

When using version 1.3.1 from xmake-io/xmake-repo I get a linker error to some functions in protobuf-cpp 3.19.4 library.

Describe the solution you'd like

I bumped the version from 1.3.1 to 1.5.0 and this fixed all my issues.

Describe alternatives you've considered

If I fix the linker error, by making sure a newer version of protobuf-cpp is loaded, for example v3.21.12, I get a protoc not found error, which I couldn't resolve, even with manually adding protoc to deps.
