Restore Colosseum decision

Note there is a similar thing in WtWSMS (Rebuild the Circus Maximus) that we could ask permission to use, with some events and traits related for blues vs greens clans of supporter (similar to SoA Ashari vs Mutazilite).

Makes me think there could be an amphitheatre building in Roman cities, with some bonus like decreasing revolt risks, improving military or cultural tech etc.

Interesting, I like both ideas.

The amphitheatre (and the colosseum) is a great idea. Instead of just giving some modifiers, it could give a decision to organize spectacles. A handy way to gain some prestige/piety and get rid of some prisoners as well.
