Fix compilation on MSVC

strncasecmp() does not exist in MSVC so define it as _strnicmp()

No one seems to be interested? https://github.com/xiph/vorbis-tools/commit/f4230206dcba98a7bab6d5d69810fd96b1030add#diff-4b139373566eea2b8713312cfdaa4be1R194 After that commit, building with MSVC is broken.
