Real-ESRGAN slow on GPU on Windows 10 & WSL Anaconda as compared to Tesla T4 on AWS EC2

I have a RTX 3060Ti on my local machine and Tesla T4 on the Cloud. While performing the enhancements. The time it takes on the local machine is 20-40 minutes. That is the range but on the cloud it is 5-10 mins max. On average the duration of the videos being enhanced is 1 minute to 2 minutes.

I am not able to understand why the rendering is so slow on the local machine.

I am facing the same problem. It runs just fine on the colab notebook but is too slow on local machine.
