Encoding problems by upgrading from 3.8.6 to 3.23.1

In Hungary we use a lot of special characters, like ő or ű. When I tested the possibility of the upgrade from version 3.8.6 to 3.23.1 I experienced many encoding issues. Almost all of of our special characters was replaced by a question mark when I read the values from a sqlite db with a query. (Just like when you try to load a cp1250 encoded text with utf-8 encoder.)
