High DPI support (fix for #2184)

  • Add manifest with DPI support

    This fixes blured fonts issue in first place

  • Rework preferences dialog and tray menu for High DPI support

    About tab is not adopted yet

  • Adopt About tab for High DPI

Oh, I've also realized that manifest contains comments in Russian (because of VS language).
