Metal Gear Solid 2: Substance - no picture on Mac M1

Bug Description
The game launches only with sound, no picture on a M1 Mac Mini. Pressing "start" on the controller makes the screen look as below:
The same ISO works perfectly fine in Xemu on Windows.
Expected Behavior
The game should launch with both picture and sound.

I can report this is a problem also on the Steam Deck (Linux/AMD). I used version 0.7.49. The entire intro was a black screen. When you get into the menus you can hear it if you click a button. Using this I was able to get in-game. The actual game will render, but HUD elements are missing (except radar). The Weapon and Item menus will not appear even though you can still select items (again, by hearing the selection sound).
I can confirm this as well with the most recent build. You can skip through the intro cutscene, which is all black, and then you get to an all green screen where you can move your cursor around between menu items, but still no rendering beyond the green. This game does not seem to meet the playable label. Maybe this is an issue specifically to ARM? I recently played through Kung-Fu Chaos entirely on my computer though, so I would think if it was an architecture specific issue, that it would have experienced issues with that game. I do have a couple old intel machines that I think would be capable of running xemu if it would help to try the title on intel to determine if it is a problem with the whole game, or if it is a architecture specific issue.
Further info, I was actually able to skip through the menu and get to the opening cut scene. The very first scene does not play, but the bridge then did render without snake. The next scene also rendered, but again incomplete. After that the codex rendered without the text from the UI showing, and finally I was able to get to gameplay, but the UI was mostly broken.
