Need for Speed Most Wanted/Carbon: bloom samples are offset incorrectly

Bug Description
bloom samples seem to be offset down and to the right, making it more of a diagonal smear than a box blur
effect is most apparent in Need for Speed Carbon where it leaves a light area along the left and top edges of the screen

Expected Behavior
The blur is expected to be a box blur and bloom is supposed to be around the objects that cause it

I'm not having this issue in Most Wanted with the latest build
the edge is now softer in Carbon but it's still present sadly
Should be fixed at 1x

seems to be fixed in MW, have to retest Carbon
Check if still occurs when upscaling
