Add option to enable image scan on push when creating ECR repo

It is great that repos are created if they don't exist, but for ECR it would be nice if we can enable image scanning on push for the created repo: https://docs.aws.amazon.com/sdk-for-go/api/service/ecr/#ImageScanningConfiguration

Would you consider adding such option?
