xdp-trafficgen: Add option to specify total runtime

In addition to specifying number of packets, it should also be possible to specify a total number of seconds to run for.

Also, it seems there is some issue with xdp-trafficgen not exiting after reaching the packet count, which we should fix while we're at it.

were you able to generate traffic? I couldn't even generate traffic. Could you share your commands?
