XCP-ngWindows Management Agent service wont start

Hi every time i try to install the windows agent on a windows 7 pro VM it cant start the Agent service

Error sates the service did not respond to the start or control request in a timely fashion

Its a Windows 7 pro Build 7601 gent installer version 8.2.2.200rc1 also tried 8.2.1Beta1
