Use msys2 mirror

  • Update: Restore using msys2 repo for mingw packages for windows

Until this PR passes CI it means the msys2 repo is still broken. Whenever it starts to work again this PR should be merged.

Note that this change only effects windows.

I'm just looking to bring in the latest msys2 and look good at home and build ffmpeg (even if it takes a damn long time on my PC).

If everything goes right at home then I create request to use msys from here https://github.com/msys2/msys2-installer/releases/tag/2021-07-25 with msys2-base-x86_64-20210725.tar.xz.
