Missing implementation of Can-Hiberate/Can-Suspend/Can-Reboot/Can-PowerDown

When performing Hibernate/Suspend/Reboot/PowerDown, one should first check whether the system is allowed to perform the desired action using Can-Hiberate/Can-Suspend/Can-Reboot/Can-PowerDown. This is also implemented by most (all?) skins and prevents eg. shutting down the system with ongoing PVR recordings.

Seconded. It seems silly to give power options that the system is incapable of performing.
