Castnow not working for local files on windows

I can get castnow to work with youtube urls but not with local files. I am running on Windows 7 (64 bit). Here is the output that I see

This is most likely a firewall problem. Chromecast tries to make a connection to the webserver running on your computer on port 4100. Can you check if that port accepts connections from outside?

ok how do you get this to work on win xp? or any windows? i have tried creating .bat files and no luck
