[Bug] [Android] Vertical scrolling not working for some cases for our custom layout

Description

My CustomLayout: I have prepared a custom layout, in it I have handled the touch event for performing some internal custom actions, for that I have override the TouchEvent from renderer and returned it as true.

My sample: I have added the custom layout as a child of ScrollViewer, and added another ScrollViewer at the bottom of my custom layout with some children's it can be scroll horizontally. Now my issue is, if I try to scroll vertically by touching on my custom layout, then it is scrolling fine, then scroll the bottom scroll viewer horizontally, it is also working fine. Now if I try to scroll the layout vertically by touch on my custom layout then the vertical scroll is not performing. If suppose I have touch the bottom ScrollViewer and initiate the VerticalScroll and continue it by touching my custom layout means, it is working fine. I have attached the screen recording too. Please check it for more clear.

NOTE: The same issue is existing in xamarin.forms carousel control too.

Steps to Reproduce

1. Run the attached sample
2. Scroll vertically by touching the custom layout
3. Scroll the bottom scroll viewer horizontally
4. Now again try to scroll the layout vertically by touching the custom view

Expected Behavior

The vertical scroll will perform properly

Actual Behavior

The vertical scroll is not working. (it is only when I initiate the vertical scrolling by my custom view, If suppose I have touch the bottom ScrollViewer and initiate the VerticalScroll and continue it by touching my custom layout means, it is working fine)
