Deprecate Xamarin.AndroidX.Legacy.Support.V4

Description

Like said in the blogpost the package Xamarin.AndroidX.Legacy.Support.V4 should not be used anymore.

I would suggest deprecating the nuget package so that people are warned about it and will not easily install/use it anymore.

MAUI and Uno removed it for .net 8.0. Syncfusion likely pulls it as transitive package of Xamarin.Forms. AzureAD only uses it in a test app

So when .net 7 (MAUI) and classic Xamarin support ends in 2024 you can deprecate it.
