Sure. Keep in mind .NET 5 does not have extension methods to read halfs in BinaryReader.

You can give it a try where half type helper is called, I am unsure.

Is Valve's resourceinfo able to dump such textures into separate files, or does it act the same as we do? And does the asset browser detect these separately as well?...

This model has BLENDWEIGHT with two components (R16G16_UNORM), but gltf expects vec4 for weights. I've made it skip them for now so it exports, but weights are lost.
