Add Quilt and NeoForge support

Hello everybody. After 1.19.4,VulkanMod is not support Quilt Loader,it only have fabric versions,so I very hope VulkanMod can re-add Quilt support,that will be very good. Thanks the developers! :)

Quilt support is planned, but is not a priority. There's a lot of other stuff to do at this stage of development. So consider using Fabric ¯\_(ツ)_/¯
