merge master into NetCoreApp31

This merges the current master branch into the NetCoreApp31 branch.

The only other change is that I've pulled the version of Xbim.Essentials that is referenced out of the individual projects and into Directory.build.props.

I have run the unit tests locally:

@andyward @SteveLockley having complete xBim (with Geometry) fully supported on dotnet-core will be a game changer! any chance we will get that ?
