Add debian/watch
Fixes: #3 and #6
This will fix the uscan error from DPT.
Please consider taking over maintainer ship of the package as per https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=815492
From what I understood, having this file on the master branch will fix Debian uscan and it will hopefully pick up on the project again.
@micressor would you mind explaining what the goal is to move the watch file upstream?
The debian/ folder included with the upstream project is
- not included with release tar.gz (see .gitattributes)
- entirely unrelated to https://sources.debian.net/src/silan/0.3.2-3/debian/
- pretty much outdated (compat 8, standard 3.9.3)
- and should really be removed (it came to be for custom deployments back in the day when debian did ship libav and no ffmpeg)
I figured out how to file debian#855319 and also tried to take care of any lintian errors I was seeing.

Here's a quick explanation why we thought it might be sensible to add the file.
The package tracker was showing 500 to some internal URLs. After seeing the debian folder on your repo, we assumed it to be the canonical source of the debian/ files. Turns out, it wasn't.
Please file PRs for debian/* against https://gitlab.com/paddatrapper/silan-packaging, as that is the packaging repo for the Debian package. I have taken over maintainership of the package and will upload new releases as they come
