Add support for qBittorrent per-tracker script check similar to rtorrent

Adds an alternative qBittorrent script call within qBit, then supplies a script that will verify the tracker is actually RED before running, else it aborts with a warning.

Additional commented out logging lines and future support for OPS are listed on the RED forums.
