feature request: 304 not modified

Compare to python3.7 -m http.server, see only use half of the memory (awesome)。

If see has 304 not modified feature like http.server, it would be much better.

@TerminusBot HTTP cache control was added as first entry to our ToDo list.

I'm going to work on this and send a new PR to the project! 🙂
