RFC Relax Rack version requirement

Hello,

I would like to use asdf in one of my projects that uses Rack > 2. Since asdf locks Rack to the 1.x series, I am unable to use it in my project.

What do you think about either upgrading the Rack version requirement to the 2.x series, or relaxing the version requirement to be > 1.2.1 instead of ~> 1.2.1?
