license issues of wxPython/packaging

Description of the problem:

wxPython contain directory packaging that contains various binaries. The way they are distributed probably violates their licenses:

msw-cairo: The way of distribution of the libraries violates LGPL: You are not providing the complete corresponding machine‐readable source code nor offering equivalent access to copy the source code from the same place. And you even don't provide exact instructions how these binaries were built (e. g. the version or git snapshot you used).

msw-vcredist: I am unsure here. It is probably OK and you are allowed to distribute it in the tarball, but it is not clean, whether the taball is redistributable by people that are not licensed users of the Visual Studio. To determine your rights with respect to the following files, please refer to the Visual Studio License Terms that came with your edition of the software. ([here])(https://docs.microsoft.com/en-us/visualstudio/releases/2015/2015-redistribution-vs) It would be good to mention the license to make clean, that the tarball is redistributable.

msw-webview2: The license says: * Redistributions of source code must retain the above copyright notice, this list of conditions and the following disclaimer. * Redistributions in binary form must reproduce the above copyright notice, this list of conditions and the following disclaimer in the documentation and/or other materials provided with the distribution.
