Based on some recent issues like #2732, #2737 and #2744 you will have to find a third party repository with a newer PipeWire release than the one in Ubuntu's stable repository. The version available there is too old when considering how fast PipeWire changed in the last months.
Ubuntu 22.04 works fine with libpipewire 0.3.79

It appears that debian has a easyeffects (currently 7.0.0) package in the official bookworm (debian 12) repository. Consequently, all the ubuntu releases after 23.04 also have a native easyeffects package. Unless I've missed something, using one of these should avoid any pipewire versioning issues.
Also, ubuntu has completed the switch to pipewire, with pulseaudio being entirely removed from the base system ever since 22.10 or 23.04 (not totally sure when)
