Update to cef 119.4.3 and made build.rs respect CEF_PATH env var

Hey thanks for the PR and try to update the version! But I'm sorry I'm not active on this side project at the moment. I would like to keep it the version that my local setup that still matches. So feel free to fork it and develop further on your own. I'll review if I manage to look back to this side project in the future.

Besides updating to a newer version, I incorporated your change to check CEF_PATH in build.rs in #9. 🚀
