moves TAGLINE in the header if set

hi there, I thought that having the TAGLINE in the header, on the landing page, rather than using the 'current date' would make it more 'noticeable'

also, I think the current date on top of a list of posts is a bit confusing, people can end up thinking that is the date the articles were posted

so if you're willing to introduce some changes compared to the original svbtle, here is my 2 cents

I'm not inclined to deviate from Svbtle's design because that's what people are expecting. The typical user forks this theme and applies their own customizations, of which this would fall under.

As a result I won't merge this pull request, but I'll leave it open if others want to use it.
