I'm not against adding IDE plugins, but we currently don't have an IDE category. I think having an upper-level IDE category would be fine, but I am not sure I want a top-level VS Code category. I'm am also not comfortable saying "best" and "popular" given these contexts.

I'll let @wsvincent weigh in, but I'm leaning towards letting this bake a bit more.
