Cyclic dependency with APIM if APIM KM is used as External IdP

Description: $subject. This ONLY happens when APIM is started as all in one profile and analytics enabled. This can be solved by lazy loading App and permission registrations

Affected Product Version: SP-4.x.x

Steps to reproduce:

  1. Configure SP with APIM as external KM
  2. Enable APIM analytics
  3. Start SP.
