Websocket bandwidth throttling fails when a stream of frames are received in a short period of time

Description:

Although bandwidth throttling has been implemented with https://github.com/wso2/product-microgateway/issues/2673 the frames must arrive atleast with a 800 millisecond gap for throttling to work.
