Support backend security at the resource level

Describe your problem(s)

Currently, only backend security is defined under api level production and sandbox endpoints wil be considered. Resource level endpoint security configs are ignored and api level configs will be applied to all endpoints. it should be fixed to consider the resource level security configs as well.
