Disable Stats from Router

Describe your problem(s)

There is no usage of the stats at the current moment. (As the enforcer is relying on gRPC access logs for the monitoring purposes). And the stats publishing would consume a considerable amount of memory as well.

Hence it is better to disable the stats to make memory/cpu resource usage efficient.
