401 error for invalid mutualssl client header

Describe your problem(s)

When client cert header is available in the request in a mutualssl enabled scenario, mgw respond with 500 error message if the client cert in the header is invalid. This should be a 401 IMO.

Describe your solution

Send 401 error when mutualssl error is noticed.
