Improve Action feature to utilized by the authentication extension

Feature:

With above feature, will introduce custom authentication extension for user authentication with external service at the application login flow. The authentication extension utilizes the action feature to manage the authenticator properties and execute extension at the login flow.

Add following improvements to the action feature to incorporate authentication flow with the external authentication service:
