Cannot remove the admin user from parent org in the sub org level to revoke access

Describe the issue: $subject

How to reproduce:

  1. In a sub org level try to remove the parent admin user in order to revoke access for this user to the console at sub org level
  2. Note there's some error in background and the operation gets hanged from the UI leve

Expected behavior: It should be possible to revoke access by a priviledge user at the sub org level.
