Remove challenge questions configs related to account recovery

Describe the issue: We've deprecated the challenge questions feature from IS 7.0.0 [1]. However in the identity recovery section it still display the connector configs related to challenge questions. This should be removed from the carbon console and should display in the react console when the connector is added into the identity server.
