[New Feature]: API to get the current state of the endpoints

Description

Management APIs are required to get the current states of the endpoints. In the existing ICP (MI dashboard), there is a feature is available to manually activate and deactivate endpoints. But the endpoints can be suspended automatically for a certain period of time. This suspension is not reflected in the current dashboard. So an API is required to show the actual state of the endpoints via the dashboard.
