[New Feature]: Add an API to expose faulted state of proxy services
Description
Proxy services can currently be enabled or disabled via the dashboard, with their respective states visualized accordingly. In the ICP, we also plan to display a faulted state to indicate errors. In addition to the existing state indicators for enabled and disabled proxy services, we need an API to retrieve information about faulted cases.
