[EI-6.6.0] Registry properties cannot be deployed through the carbon applications

Description

If we need to deploy registry properties(ex:- secure-vault passwords) through CAPP, it wont get deployed even if the CAPP is build through the latest integration studio.

Steps to Reproduce

1. Build a carbon application including registry properties(ex:- secure-vault passwords in /_system/config/repository/components/secure-vault)
2. Deploy it to the EI-6.6.0
