Set publisher AuthManager ServerURL to localhost

Description: AuthManager ServerURL of the pub nodes is currently pointed to is-km. Therefore when we are creating a tenant, it does not create the default Throttling Policies are not created for the tenant because IS-KM's policy deployer is disabled by default.

Therefore, we have to set AuthManager ServerURL of the pub nodes to localhost as mentioned in [1].

Affected Product Version: 2.6.x

Steps to reproduce: Deploy pattern two and create a tenant from the pub node. Now login to tenant publisher and try to publish an API or login to admin portal and check for throttling policies
