Remove the surefire plugin when upgrading the carbon-parent version

We added surefire plugin to downgrade the version to 2.18.1 as temporary fix(#265) to fixed the issue #264. Remove this fix once we merge wso2/carbon-parent#36 and upgrade the carbon-parent version
