Check for configuration inconsistencies when a new node joins

When a new node joins the cluster check whether the new nodes configurations are consistent with current cluster node configurations. This is to avoid configuration mismatches throughout the cluster Should be able to disable this configuration validation as well (Warnings might be printed in logs though)
