Complete API Key functionality

Description

The API Key functionality was partially completed with PR https://github.com/wso2/apk/pull/2323 and needs to be tested and documented.

  • [x] Test CP to DP flow for API Key
  • [x] Required field needs to be added and enforcer logic needs to be updated
  • [x] Add custom API Key header for DP to CP flow
  • [x] Add optionality for API Key in DP to CP flow
