[Intra Vendor Model Route][Publisher Portal] AI Policies Can Be Configured Without Specifying a Model

Description

Users can configure Model Failover, Model Round Robin, and Model Weighted Round Robin AI policies without specifying a model, even though a model should be mandatory.

Expected Behaviour

User shouldn't be able to save an above AI policy without specifying a model.

Actual Behaviour

Users can attach AI policies to an API without specifying a model.

Steps to Reproduce

1. Click Create AI/LLM API, fill in the required fields, and click Create.
2. Navigate to API Configuration->Policies.
3. Select any of the following policy - Model Failover - Model Round Robin - Model Weighted Round Robin
4. Fill in all details except the model and click Save.
