Save button being disabled when changing the Developer Portal Visibility

Description

The save button on the Basic Info page of the APIs becomes disabled when changing the Developer Portal Visibility.

Steps to Reproduce

1. Go to the Basic Info page of an API in the publisher portal.
2. In the Developer Portal Visibility dropdown, select "Restrict by Roles," and add a role in the Roles field.
3. Save and reload the page.
4. Remove the role you added from the Roles field.
5. Change the Developer Portal Visibility to "Visible to my domain."
6. Notice that the save button is disabled, preventing the user from saving.

The error can also be reproduced in the following way:

1. Go to the Basic Info page of an API.
2. In the Developer Portal Visibility dropdown, select "Restrict by Roles."
3. Click the dropdown again and select "Visible to my domain."
4. Notice that the save button is disabled, preventing the user from saving.
