Add marketplace assistant support for private APIs

Problem

We currently give marketplace recommendations based on public APIs. We need to explore a mechanism to provide recommendations for private APIs as well.

Solution

Write a layer to handle access control for all entities, this will verify if the users have access to the artifact presented by the responses from the LLM.
