Configuration differences from APIM 3.2.0

Description

There are configuration differences between the APIM 3.2.0 versions that should be matched. The changes can be easily identified by taking a diff between the APIM_HOME/repository/conf and APIM_HOME/repository/resources/conf/templates folders for both versions. Need to see the diff before and after starting the servers as well.
