Web socket deployment issue after new version creation

Description

Error encountered while deploying a newly created version of a WebSocket API. Another error is encountered when attempting to update endpoints of the new version of the API.

Steps to Reproduce

1. Start APIM server
2. Login to the publisher portal
3. Create a websocket API, deploy and publish.
4. Create a new version of the websocket API
5. Press deploy
6. Go to endpoints in the menu and hit save button
