Error configuring Okta as Key Manager

Description

When configuring the OKTA key manager from the Admin portal we can specify the supported grant types and the Devportal UI will only show the grant types that we provided from the admin portal.

However, if the user selects an unsupported grant type or response types for OKTA and try to generate keys through the Developer portal, there will be an error as shown below.

Once the Cleanup button is clicked, there will be another error as "Error occurred while cleaning up application keys".

Hence using invalid or unsupported grant types or response types when generating application keys causes the created application to be in an inconsistent state. Therefore the error coming from OKTA should be handled properly in APIM side.
