Test migration flow to verify that migrated mediation policies are added as API level policies

Description

We now support API-level policies with the API Level Policy Support feature added via [1]. With this improvement, the migration flow is affected. When migrating from 4.0.0 or below versions mediation policies that were added for a given API should be attached under the API Level Policies tab as opposed to what we supported previously via migration where the mediation policy was added under all the operations found within the API.

The flow that needs to be tested is migration from a version which supported message mediation to the latest pack where migrated policies get attached as API Level Policies.
